SUPPLIER PRE-QUALIFICATION NOTICE

The Ethiopian Industrial Inputs Development Enterprise (EIIDE) hereby invites qualified, competent, and reputable domestic and international manufacturers, agents, distributors, and suppliers to apply for supplier pre-qualification and registration in the Enterprise’s approved supplier list, in accordance with the applicable laws and regulations of the Federal Democratic Republic of Ethiopia.

The pre-qualification process is open to both Ethiopian and foreign firms, either directly or through legally authorized local agents or representatives, as permitted under Ethiopian procurement, investment, customs, and tax laws.

1. Scope of Pre-qualification

The pre-qualification is intended for firms engaged in the supply of the following Industrial Inputs and Industrial Products, but not limited to:

• 1. Industrial Inputs
• Raw hides and skins, Textile and garment inputs, Chemicals and industrial reagents, Agricultural products, Food processing ingredients and premixes and Construction inputs
  2. Industrial Products

• Food products, Building materials, Hygiene products, Stationery items, Car tires and Textiles

2. Mandatory Requirements

Interested applicants must fulfill the following mandatory requirements, as applicable to their legal status:

• 1. Ethiopian (Domestic) Applicants
• Valid and renewed business license for the current fiscal year; Principal trade registration certificate; VAT registration certificate; Excise tax registration certificate (where applicable); Taxpayer Identification Number (TIN); Valid tax clearance certificate; Registration on the Federal Public Procurement and Property Authority (FPPA) supplier list; and Willingness and capacity to work with the Enterprise.
  2. International (Foreign) Applicants
• Valid business license, certificate of incorporation, or commercial registration issued by the competent authority in the country of origin; Tax registration certificate or equivalent legal document from the country of origin; Authorization to engage in international trade or export (where applicable); Manufacturer’s authorization or legally binding agency agreement with a registered Ethiopian agent or representative (where required by Ethiopian law); Written commitment to comply with Ethiopian procurement, tax, customs, foreign exchange, and regulatory requirements upon contract award; and Willingness and capacity to work with the Enterprise.

Note: Foreign applicants shall be required to fulfill all applicable Ethiopian legal and regulatory requirements at the time of contract award.

The detailed pre-qualification document can be obtained from the Industrial Outputs Procurement Directorate at the Enterprise’s Head Office, located at Bis Mebrat, from the date of announcement, April 26, 2026 until May 15, 2026.

Submission Deadline: May 15, 2026 at 2:00 PM

The Enterprise reserves the right to accept or reject the pre-qualification process, in whole or in part, if it finds it to be in its best interest.
